Policy and the Popular
The book is an interdisciplinary exploration of the complexities of ‘popular’ culture as a category of public policy. It approaches the notions of ‘cultural policy’ and ‘popular culture’ flexibly, examining what each comes to mean, explicitly or implicitly, in relation to the other. This generates a rich variety of approaches, but also a number of identifiable commonalities. We start from the proposition that 'popular culture' is largely absent as an explicit category of arts policy and debate today. The ‘arts’ are still, in practice, construed in terms of elite culture (despite claims to the contrary), while artefacts such as popular music, television, fashion, and so on are assumed to figure among the cultural or creative ‘industries’, giving the popular a set of narrowly economic, professional and commodity connotations. And yet, the popular is, in a range of ways, powerfully present as an implicit dimension of public policy and as a catalyst of cultural practices and attitudes. This apparent paradox underpins the proposal. The book is a collaboration between two UK-based institutions: the University of Leeds’s Popular Cultures Research Network and the well established Centre for Cultural Policy Studies at the University of Warwick. This book was originally published as a special issue of International Journal of Cultural Policy.

It was not the first time CIRCLE addressed this issue. In 1988 CIRCLE'S Bureau was invited to participate in a seminar in Budapest on The State, the Market and Culture. I will never forget the emotional impact of Sacha Rubinstein's demonization of state sup port and his apotheosis of the role of the market in the cultural field in Russia. So, in ad vance of actual events, we suddenly had a premonition of what was going to happen, ofthe turmoil which was about to radically change the socio-political scene of Central and East ern Europe. Six years later, in 1994, we met again in Budapest for a Conference on The Distribu tion of Roles between Government and Arts Councils, Associations and Foundations.
National Approaches to the Governance of Historical Heritage Over Time
The five elements - governmental A01ities, public discourse, corporate and market interests, citizens' associations and international agencies - may help in figuring out the complex and challenging purpose of the research work presented in this volume which is nothing less than the history of the governance of cultural and natural heritage in eleven countries, from its outset to the present. Speaking about governance is challenging. The term has been vastly used and misused. But today, when the feverish popularity of the concept is probably in decline, we rest with one solid conviction at least: that social, economic, cultural and institutional processes are governed not only through government (be it national or local) with its legislative, administrative and jurisdictional mechanisms, but through a larger array of different actors and factors. These include schools and universities, citizens associations, public opinion, economic corporations, non-governmental organizations, learned societies, unions, media, international agencies, clubs, consultants etc. In fact, the reader is going to meet quite a few of these actors in this publication; they are the unavoidable characters involved in the story the A01s have set out to tell.
